Risk Sharing Strategy & Design

In today’s aid ecosystem, resilience requires more than risk awareness—it demands equitable risk sharing. I work with donors, NGOs, ministries, and consortiums to move beyond token partnership toward structured systems that distribute risks fairly and transparently.

From facilitating tough dialogues between ministries and their CSO partners to supporting consortiums in mapping and balancing delivery chain risks, I help organizations embed risk sharing into both their operations and governance frameworks.

This includes reviewing and aligning policies to ensure they don’t merely push risks downstream, but instead enable mutual responsibility, timely action, and trust-building—especially in fragile contexts where imbalance can undermine outcomes.

Insights from Mohanna’s Journey: Risk sharing isn’t about adding new burdens—it’s about redesigning how responsibility flows. Over the years, I’ve seen how policies that clarify who absorbs which risks and when create healthier, more resilient partnerships. Whether between a UN agency and its local partner, or a ministry and its contracted CSOs, I’ve facilitated the shift from exposure to shared protection.

Navigating Policy Development

Risk sharing helps organizations move from reactive firefighting to proactive planning. It promotes collective foresight, ensures more equitable responsibility distribution, and strengthens resilience across donors, implementers, and communities.

Policies that promote shared accountability define who does what when things go wrong. They set escalation points, clarify shared roles, and institutionalize learning—so no partner is left to absorb risk alone.

Policies grounded in risk sharing prevent powerful actors from offloading risks onto weaker ones. They establish shared safeguards, define co-responsibilities, and require transparent negotiation of who holds which risk—and why.

Effective policies for risk sharing define risk ownership, escalation procedures, resource responsibilities, and feedback loops. They enable aligned action across actors—especially during disruptions or funding shifts.
